Project Engineer I

The ideal candidate for this position has zero to three years of experience in the design and plan preparation or construction management of public works projects of various sizes.

Key attributes include strong oral and written communications skills, ability to organize and prioritize workload, a professional demeanor, and goal driven and self-motivated.

Demonstrated competencies include knowledge of construction means and methods for various civil projects, working with team members to manage projects from start of construction to finish, assisting with construction documentation and supporting document preparation, ability to package basic to medium-sized projects, maintain positive client contact and responsiveness to project requirements.

Experience includes zero to three years of experience in engineering design or construction of public works infrastructure projects, and current experience with Auto CAD and Civil3D.

Education requirements include a B.S. in Civil Engineering (required), an M.S. in Civil or Structural Engineering (highly preferred), and a California Engineer-In-Training (required with commitment to obtaining P.E.)

Construction Manager I 

The ideal candidate for this position has more than five years of experience as a construction manager of projects of various sizes.

Key attributes include strong oral and written communications skills, ability to problem solve and exercise independent judgement, ability to organize and prioritize workload, professional demeanor, goal driven and self- motivated. 

Demonstrated competencies include knowledge of construction means and methods for various civil projects, working with team members to manage projects from start of construction to finish, assisting with construction documentation and supporting document preparation, assisting the Senior Construction Manager during the construction document phase, managing project budgets and schedules on medium-sized projects, and maintaining positive client contact and responsiveness to project requirements. 

Experience includes more than five years of experience in construction management of public works infrastructure projects, contract compliance with PS&E and regulatory permits, current experience with contract management software, and participating in and/or conducting project kick-off meetings with stakeholders.

Responsibilities include collaborating with project teams, providing support to the Senior Construction Manager, attending and participating in pre-construction and follow-up construction management meetings, generating daily correspondence, responding to requests for information, processing submittals, responding to change order requests, including preparation of independent estimates of cost and schedule, and verifying general contractor pay requests and invoices.

Senior Construction Manager – Heavy Civil/Mass Earthworks and Grading 

The ideal candidate for this position must possess the abilities to be responsible for overall direction, completion and financial outcome of heavy civil – mass excavation, grading and drainage landfill projects ranging from $15-$60 million in size. The Senior Construction Manager works closely with the client project administration staff, A/E design team members and the general contractor superintendents, ensuring compliance with construction plans and specifications, state and federal safety and environmental regulations and requirements.

Essential job accountabilities include: (a) Establish and maintain working relationships with owners, agencies, contractors, corporate management, field engineers and inspectors, (b) Provide high-level client services to develop long-term partnerships with client base, (c) Manage overall project/construction management services while collaborating with internal colleagues and external clients, (d) Make decisions and recommendations that can improve corporate relationships with clients and the profitability of managed projects, and (e) Recruit, retain and mentor staff and work effectively in a multi-disciplinary team environment.

Experience, knowledge, skills and abilities include: (a) Full knowledge and compliance with “Construction Management Procedures and Guidelines Manuals” – CMAA 2010 Construction Management Standards of Practice, (b) Experience with construction management processes and knowledge of construction means and methods, (c) Knowledge of project delivery and time management, and how to deal with unanticipated events and unforeseen conditions, (d) Strong written and verbal communications and computer skills, (e) Proficient in reading and understanding contract documents, plans and specifications related to public works construction contracts and practices, (f) Demonstrated responsible experience managing construction of large public works programs, particularly heavy civil, mass excavation and grading projects, (g) Demonstrated experience in leading project teams to ensure timely accomplishment of project objectives, (h) Proficient in all aspects of construction documentation, including bidding procedures, start-up and close-out procedures, contractual obligations, submittals, RFI’s, change order procedures, pay applications and project reporting, (i) Proficient using Microsoft Office Suite, MS Project or Primavera.

Minimum requirements include: (a) Fifteen to twenty years of progressive project experience in heavy civil environments, including mass earthworks, highway, water and waste water treatment. Special consideration will be given to candidates with California municipal solid waste landfill experience, (b) Minimum of five years of experience in excavation, grading and drainage projects, (c) Bachelor’s Degree in engineering (civil) or construction management or equivalent degree, (d) Professional Engineering License California Civil (preferred), (e) Certified Construction Manager Certification issued by the Construction Management Association of America (Consideration will be given to well-qualified candidates willing to acquire the CCM within three months).

Civil Engineering Division – Design Manager

Simplus is seeking an ambitious design division manager with roots in California.  This candidate must have design experience and established contacts in the Los Angeles/Orange County area.  The design division manager will be an integral member of the senior leadership team and will be responsible for creating and growing our civil/structural design division. The design manager is the principal project administrator.  This is a highly visible and strategic position for an ambitious motivated results-driven individual.

Education requirements include Bachelor’s Degree in Civil Engineering, Registered Professional Civil Engineer in the State of California, Master’s Degree (additional registrations or advanced coursework in a discipline related to Civil Engineering is preferred).

Roles and responsibilities include: (a) Independently develops and/or supervises engineering staff and drafters, (b) Primary interface with clients on project coordination and design, (c) Directly responsible for the technical content and quality control on specific projects as Principal-In-Charge, (d) Define the project requirements (perform any assignment to establishing the scope of work, planning the work, providing technical direction and reporting the work status), (e) Manage budget and scheduling commitments as Principal-In-Charge, (f) Track project cost and scheduling to ensure agency requirements. This includes defining the assignment, establishing the work scope, preparing the budget and schedule, planning the work, providing technical direction and reporting the work status, and (g) Must be able to market and bring in additional public sector engineering work through existing contacts or has the ability to sell these services to both existing and new contacts and clients.

Experience includes: (a) Fifteen+ years minimum relevant experience in site planning, storm drainage water quality and quantity control, hydrology, grading, utility, roadways, parking facilities, and all other aspects of site development for a wide variety of project types, (b) Working knowledge of codes, regulations, and standards applicable to the design and construction of municipal infrastructure projects in California, (c) Working knowledge of typical computer software programs used for civil engineering design (AutoCad, Civil3D, Revit, Hydrology and Hydraulic, WaterCAD, Flowmaster, etc.) and (d) Demonstrated and proven client management skills, people skills, and overall excellent verbal and written communications skills.
